Ha 21 anos, mais precisamente em 11-9-1990, era sancionada a Lei no 8.078, mais conhecida como Codigo de Defesa do Consumidor, entrando em vigor 6 meses depois, em 11-3-1991. Ao contrario do que muitos possam pensar, nao se trata nem de uma novidade no cenario juridico, nem de uma panaceia para todos os males que afligem todos nos, afinal de contas, consumidores de bens e servicos a todo instante de nossas vidas. Com efeito, quando nossa comissao, foi designada em junho de 1988, pelo entao Ministro da Justica Paulo Brossard, por proposta do extinto Conselho Nacional de Defesa do Consumidor, a tarefa se nos apresentou como sendo de grande responsabilidade, mas nao cuidamos de reinventar a roda, ate porque outros paises ja dispunham de leis de protecao ou defesa do consumidor (e.g., Espanha, Portugal, Canada, Estados Unidos, Venezuela, Mexico etc.). Alem disso, a entao IOCU � International Organization of Consumer Unions (hoje CI � Consumer International), baseando-se na Resolucao ONU 39/248, de 1985 que, por sua vez, se fundava em celebre declaracao do presidente norte-americano John Kennedy
