Abstract
This article examines the potential of the system of diagonal cumulation in the Pan-Euro-Med zone to have significant impact on trade and development in the Mediterranean region when the effects of the broader foreign and enlargement policies of the EU are taken into account. The paper outlines the three stages of European engagement with the countries of North Africa and the eastern Mediterranean from the first agreements in the 1960s and 1970s to the progress to date of the European Neighbourhood Policy launched in 2003. It then describes the development of the hub and spoke trading pattern of the EU with its trading partners, and proliferation of preferential trade agreements between the EU and its neighbours. It examines the views of economists as to the effects of the pan-European cumulation system or PECS, and then considers whether its extension to the Mediterranean neighbour countries will have the same benefits in the rapidly evolving political and economic relations between the EU and its eastern and southern neighbours.
