The Approach for Revising the Canadian Arctic Shipping Regulations

Abstract
Significant research has been performed to evaluate the veracity of the two systems (Zone-Date System and Ice Regimes System) that are used to regulate shipping in the Canadian Arctic. It was shown that neither system properly takes into account the ice conditions and the allowable areas for different vessels in Canada’s Arctic waters. Recently the International Association of Classification Societies (IACS) has harmonized their classifications for Arctic vessels and has developed standards for seven Polar Classes. These vessel classes are not included in either of the Canadian Systems. Because of this, the Canadian government is investigating ways to update the shipping regulations in the Arctic. Extensive consultations with key stakeholders have pointed to a Hybrid system for the revised regulations. This paper presents an overview of this system and the research that is being done to develop a modified Zone-Date System which will form part of the Hybrid System.
