Abstract
Los programas de bienestar social han pasado a representar un papel importante en el conjunto de esfuerzos destinados a ofrecer unos niveles adecuados de vivienda, sanidad, nutricion y educacion a toda la poblacion, problemas que siguen teniendo una importancia capital en los paises en desarrollo y que no han sido resueltos plenamente en muchos paises con niveles altos de ingresos (ONU, 1995). Ya la declaracion de Vancouver (ONU, 1976) sobre los Asentamientos Humanos, hace eco de la nocion de que las politicas y la planificacion de los asentamientos humanos, la vivienda y la ordenacion urbana deben incluir no solo la superestructura fisica de la vivienda sino que deben estar integradas en las infraestructuras de los servicios sociales basicos.
