Abstract

In January 1998, a new City of Toronto was created by the province of Ontario. It comprised the former City of Toronto and its five neighboring cities with a total population of about 2,400,000. In addition, the previous Municipality of Metropolitan Toronto, the regional government covering the same area, was eliminated and its functions were transferred to the new city. This paper discusses what this entailed and the steps that were taken to develop a new road classification system.
