Le système éducatif de la Communauté française de Belgique, comme d’autres, a connu différentes étapes dans son évolution vers plus de justice dans l’attribution des moyens humains et financiers. Un décret récent (1998) définit la politique de discrimination positive qui est entrée en vigueur dans les établissements scolaires lors de la rentrée 2000-2001. Ce décret prévoit, de manière explicite, l’engagement d’équipes universitaires dans l’établissement d’indicateurs objectifs d’attribution des moyens. C’est cette contribution d’une équipe interuniversitaire, après une présentation du cadre législatif et de la nécessité de mettre en oeuvre ce type de mesures, qui est décrite.
