Environmental Remediation after the Grounding of the Bunga Teratai Satu on Sudbury Reef

Abstract
On the 2nd November 2000, the 22,000 DWT Malaysian container vessel Bunga Teratai Satu ran aground on Sudbury Reef, approximately 40 km east of Cairns. The vessel remained aground for 13 days before it was refloated. Damage to the reef included physical removal of the reef structure in the ship's impact zone and contamination by tributyltin (TBT) based anti-fouling paint dislodged from the hull. The ship's owners, Malaysia International Shipping Corporation, undertook works to remediate the damage caused to the reef, in accordance with criteria provided by the Great Barrier Reef Marine Park Authority (GBRMPA). This paper describes the remediation project and examines both scientific aspects of the remediation and the management model employed, which involved the ship's owners, the owner's site supervisors (WBM), the contractor and GBRMPA. The paper has implications for ports and ship owners regarding responsibility for pollution events.
