Abstract
The article deals with the social and philosophical conception of the leading role of best people in the society which is reflected in the theoretical construct of Russian thinkers at the end of the 17th century and in the first quarter of the 18th century. The conclusion about the keeping and development of the ideology of best people in the period under review that dates back to the ancient times is based on the basis of the analysis of social views of F.Prokopovich, V.N. Tatichev, I.T. Pososhkov. It is mentioned that in spite of West European models and standards that were assumed as a basis of the state reforms in the period under review, the question about the best part of the society and its role in the development of the state by the philosophers of Peter the Great’s time was raised and solved by tradition of soviet system of theoritization.
