Abstract
Since the beginning of the 80s, many provincial governments have passed laws imposing large municipalities or regional transit commissions to supply comparable transportation services to persons with disabilities. To induce the local authorities to develop it, provincial government gave them subsidies varying from 50% of the total operating costs to 75%. Local taxpayers and users shared the remaining costs. The purpose of this paper is to throw some light on this particular market where consumers are subsidized and the output is produced under the supervision of municipal officials. It is done by comparing two regional authorities producing this specialized service, the Ottawa-Carleton Regional Transit Commission (OCTranspo) and the Societe de Transport de l'Outaouais (STO).
