Labelling and the definition of organic from the perspective of the Codex Committee on Food Labelling and International Agreements

Abstract
The Codex Alimentarius Commission, a subsidiary body of the United Nations Food and Agricultural Organization and the World Health Organization, develops food guidelines and recommended hygienic and technological codes of practices for harmonizing international trade. In developing draft guidelines for the production, processing, labelling, and marketing of organically produced foods, the Codex Committee on Food Labelling provides a strong influence in the development of national standards. As an example, the newly adopted National Standard of Canada for Organic Agriculture, advanced largely from within the Canadian organic industry, references many of the Commission guidelines with respect to the production and labelling of organic foods and their products. From the Canadian perspective, the national standard also provides consumers, stakeholders within the organic industry, and regulators alike with the de facto definition of organic. A comparison of the new Canadian organic standard with the emerging provisions on livestock in the Commission standard (currently at Step 6), and its ramifications on international trade agreements, are the focus of this presentation.
