Abstract
Recent policy initiatives between the governments of Canada and the United States have significantly liberalized the two countries' cross border aviation policies. Mexico, on the other hand, has been slower to change, although significant changes have been instituted since the early 1990s. The research reported in this paper addressed several issues related to regulatory policy in North America. It sought to determine public attitudes with respect to airline competition, monopolizing, and foreign ownership and operations within domestic markets.
