Abstract
Globalization and limits on regulatory capacity create pressure for the convergence of regulatory regimes responsible for ensuring the safety, efficacy, and quality of therapeutic products (drugs, biologics, and medical devices). This convergence may take a range of forms, from informal cooperation through more formal arrangements for mutual recognition, harmonization, or integration. This article explores the drivers underlying these trends and examples of the various models of convergence. Within this context, it examines the attempt by Australia and New Zealand to create a joint regulatory agency for therapeutic products. Though this initiative was ultimately abandoned, it offers important lessons regarding the processes of regulatory harmonization and integration.
