Abstract
Les problèmes de logement des personnes à faible revenu en milieu urbain ne peuvent être dissociés des orientations propres aux différents groupes sociaux (et donc des conflits entre ces groupes) touchant l'occupation et l'utilisation du sol urbain. L'analyse de l'impact des politiques gouvernementales de l'habitation doit non seulement considérer le problème du logement comme tel pour cette catégorie de population (i.e. nombre de pièces, coût, détérioration, etc.) mais établir le rapport entre ces politiques et d'une part les différentes orientations des groupes sociaux, et d'autre part le développement urbain. Tel est le thème de cet article, où l'on tente, en prenant l'exemple du Canada, d'établir un lien entre les politiques fédérales en matière d'habitation, les transformations dans l'utilisation de l'espace urbain et les problèmes de logement des ménages à faible revenu. Les politiques de rénovation urbaine, de prêts directs et garantis pour la construction nouvelle et de logements publics sont brièvement examinées dans cette perspective et mises en relation avec la formation accélérée des banlieues et le phénomène plus récent du redéveloppement du centre-ville et de sia périphérie.
