The modern administrative structure is characterized by a high degree of centralization of public functions and concentration of resources at the district and regional levels, which leads to the accumulation of a large number of non-core responsibilities of local authorities. One of the main reasons for this situation is the lack of both financial and staffing capacity to perform the functions assigned to them.
\nSo without an administrative reform carried out locally the situation in the country at best will remain in its present condition, but will likely get worse. So, currently state authorities are facing the challenge of improvement of their performance, which is caused by significant changes in civil service due to the European choice of the Ukrainian state. Of particular importance is the analysis of problems of formulation and implementation of personnel policies in the state administration because human resources affect the efficiency of public policy in general. Therefore, at this point it is important to reform the system of personnel management in government agencies, as the efficiency of public authorities is primarily dependent on the effectiveness of personnel management.
\nThe relevance of the article is primarily explained by the objectives and priorities of the functional investigation of public authorities and "The reform of personnel management in public service bodies in Ukraine" which was implemented by the Canadian Bureau for International Education in partnership with the Main Department of Civil Service of Ukraine to optimize the activities of public authorities in order and justify the appropriateness of the use of modern methods of personnel management in the state administration.
\nThe purpose of this study is improvement, rationalization and optimization of the personnel management system of civil service through the use of innovative methods for improvement of human resources of public authorities by meeting the quality requirements.
\nThe private sector is constantly developing new technologies, principles and techniques of personnel management. In order to reform the state authorities and improve the administrative and management processes modern methods, principles and technologies were adapted to the practice of the public sector. Their nature and expediency were systematized and analyzed and their implementation in the practice of public administration, was justified as it is required by the administrative reform.
\nThe improvement of organizational and legal support of the state administration necessitates the formation of public sector entities that must rely on contractual relations and focus in their work on the achievement of the planned results, that is public administration should switch from the functional hierarchy to cooperation with the private sector. One of the innovative methods that can help improve the managerial personnel, namely the quality of administrative and management processes and the personnel management system of public authorities is the process of outsourcing.
