Major innovative methods for improvement of personnel potential of public authorities were considered due to the necessity of upgrading the personnel management system to streamline and optimize government bodies. The nature and characteristics of modern methods were analysed to qualitatively improve the available personnel of public authorities to meet the requirements of the administrative reform. The expediency of introduction of outsourcing in the practice of public administration was justified as one of the innovative techniques, which will make it possible to improve personnel potential through better administrative and management processes and an improved state authorities personnel management system.
