Abstract
This paper addresses how the Labrador Inuit Association (LIA) and Voisey's Bay Nickel Company Ltd. (VBNC) broke the impasse between them over the issue of shipping nickel concentrate through landfast ice from the mine site near Voisey's Bay to markets in the south. It describes the terms and conditions for winter shipping and the process through which Labrador Inuit consented to winter shipping, and how, once they took ownership of the problems winter shipping presents to Inuit, they became the ultimate problem solvers. A Shipping Agreement negotiated between LIA and VBNC sets out VBNC's commitments to resolving the outstanding problems. This paper also identifies some lessons learned during this process. This is a companion paper to Rowell and Metcalfe (2005).
