210 years ago, September 8, 1802 was established by a ministerial system of government in Russia. One of the central places in the apparatus of the new government has taken the Ministry of Internal Affairs. In the present paper highlights the milestones in its development, as well as the role played by the Ministry in the overall system the executive power in the first quarter of the XIX century. In publishing a focus on the implementation of the ministerial reform 1802-1806 and its final stage of 1810-1811 years.
