Abstract
In this article, the population and the State shall be considered as a social contract, as the relationship of principal and agent, respectively. It is assumed that the person paying the taxes, does not determine for themselves what level of the budget they do, and expects to receive the entire spectrum of public services, including federal agencies and bodies of the regional and municipal authorities. According to the author´s research actively interact with gov-ernment agencies just over a quarter of respondents (28%). In this performance contracting (the share of respond-ents who decided his problem, the question when applying to state agencies), measured at the output of the institu-tion was 65%. The main problems faced by the population when applying to government agencies. Based on the comparative analysis of empirical research findings on the national and regional landfills turns the question of typical regional situation in the sphere of interaction of population and the state parties as a social contract.
