Harm Reduction and the New York Model: Place, Politics and Post-Punitive Drug Policy

Abstract
Federal policies are often driven by innovations in practice at the local level. As the national conversation on drug policy shifts away from a punitive, 'war on drugs' approach, localities are experimenting with programs aimed at curbing the negative fiscal and public health consequences of drug use. This emerging approach is known globally as harm reduction. Harm reduction models are forged at the metropolitan scale - like the Vancouver Model or the Sydney Model - and diffuse across borders to serve as examples for other cities. This paper elaborates what I call the New York Model. An analysis of the New York Model can illuminate the hazards and opportunities for post-punitive drug policy in the US while also deepening our understanding of transnational circuits of policy learning.
