Par construction, les ports sont des lieux de massification des marchandises. Ils sont ainsi a priori favorables au ferroviaire, mode de transport massifié par excellence, aux côtés du fluvial et du maritime pour les courtes distances. Les coopérations entre les ports et les entreprises ferroviaires sont donc naturelles, la situation des uns impactant celles des autres (et réciproquement). Pour autant, rendre un tel dialogue fructueux exige une compréhension réciproque des besoins et du positionnement de chacun : c’est la condition d’une coopération renforcée entre ports et entreprises ferroviaires. Au-delà, cette coopération devra s’ouvrir à l’ensemble des acteurs du système ferroviaire, au premier rang desquels figurent les gestionnaires nationaux d’infrastructure.
