Abstract

The article argues that the change of the economic paper of the State is the main determinant of the low growth rates in Brazil. After making a comparison with international economic performances, the text presents an analysis on the cyclical or anticyclical character of the macroeconomic policies in the last governments. After that, in the orbit of Aggregate Supply, it analyzes the international and the Brazilians public and private sectors investment rates, and the change of the economic paper of the State. One concludes that the construction of a “Minimum State” (in terms of capacity of growth promotion through investments and planning) is in the origin of the last quarter of century semi-stagnation.
