In this article the factors actualizing a problem of migration for Russia are considered, and also problems which could be decided by means of immigration make a reservation. Obvious the fact is represented that despite need of immigration for country development, it is necessary to carry a row of restrictions on quantitative and quality indicators for entrance migration. That is it is necessary to find balance in questions both necessary number of migrants and level of their qualification. To make the most productive decision, it is necessary to address to experience of the different countries in this sphere, first of all, to experience of the so-called immigrant countries: USA, Canada, Australia, New Zealand and Israel. In article the political, economic and social measures taken in these countries are considered, allowed from the sparsely populated territories owing to the active immigration to become them the states with the high level of life.
