Abstract
Les données sur les flux commerciaux d’énergie entre le Canada, le Mexique et les États-Unis montrent que l’intégration est une réalité et qu’elle est en constante progression. Cette intégration est particulièrement importante dans le cas du Canada et des États-Unis alors que des contraintes majeures subsistent encore à une pleine intégration du secteur énergétique mexicain. En effet, la Constitution mexicaine réserve à l’état le monopole de la propriété et de l’exploitation des ressources naturelles. Ainsi, la déréglementation n’a pas suivi le rythme qu’elle a connu chez les deux autres partenaires. Pour ces raisons, le Mexique n’a pas été en mesure d’exploiter le plein potentiel de ses ressources et souffre d’un problème de sous investissement chronique dans ses infrastructures énergétiques, ce qui l’empêche de participer pleinement aux échanges commerciaux d’énergie.
