Copyright and the Global Good? An Examination of 'The Public Interest' in International Copyright Regimes

Abstract
If copyright works for good, what is good at the international level? An international can refer to all citizens of the world, all non-state parties, industry, or interest groups. What, then, is the nature of the public good that international copyright regimes refer to? By examining international treaties, this paper discusses good as it appears in international agreements dealing with copyright. Usually, the paper concludes, good is conflated with copyright However, an October 2004 proposal from developing countries to the World Intellectual Property Organization seeks acknowledgment that WIPO's role... is not to be limited to the promotion of intellectual property protection. This proposal calls for a significant change in the way that good is conceptualized at the international level.
