Abstract
Today, Afghanistan pays a heavy price for its proximity to its powerful northern neighbour. Weak and divided, it had, like Finland, long tried to lay a delicate course between independence and Soviet power and paranoia. Now, that policy is i n ruins, along with much of the country, and the very independence so long husbanded is being liquidated. Over a quarter, perhaps as much as a third of Afghanistan's 17 million people is in external or internal exile, harried from their homes by Soviet bombs, tanks and helicopters. Yet, this hardy, plucky, resilient people refuse to accept the fate the Soviets plan for them, and they have waged an amazingly successful war of national resistance for over six years. This indominable spirit to resist Soviet aggression has attracted international support and attention, including from the United States.
