Abstract
This paper deals with the possibilities of achieving better governance in urban areas through participatory development methods. Through a combination of participant observation and interviews, the research on which it is based critically evaluated the experience of an international development organization working in Cairo, one that uses participatory techniques of development work. The paper explores the limitations of these techniques, particularly participatory rapid appraisal (PRA). It also discusses the frustrations and limitations of working in a complex urban environment, frustrations and limitations which in turn point to a number of conceptual problems for theories of participatory development work in spatially and politically complex areas.
