The author considers the problems of the appeal of the municipal decisions of Moscow province public institutions by private persons and legal entities, basing on archival materials from post-reform period analyzes the practice of administrative supervision in relation to municipal self-administration bodies, pays special attention to the consideration of complaints concerning election campaigns, tax questions, as well as the problems of municipal property disposal and the licensing functions of municipal bodies, and as a result of the research reveals that the province office answered on average about a quarter of private persons' appeals.
