From the dialectical methodological perspective, this article aims to explore conceptual political relationships between Law and Democracy, focusing on the lack of Democracy within deliberations of the international system, whether in deliberations of foreign policy or in decisions in the orbit of interstate politics. Therefore, it explores conditions for its improvement from the case study of the Ottawa Process, which resulted in an international treaty of total eradication of antipersonnel landmines, open to the participation of international civil society which obtained thereby such a level of effectiveness that turns it into an example of soft power.
