Abstract

fetched live from OpenAlex

Public Policy is an independent, national, nonprofit organization. IRPP seeks to improve public policy in Canada by generating research, providing insight and sparking debate that will contribute to the public policy decision-making process and strengthen the quality of the public policy decisions made by Canadian governments, citizens, institutions and organizations. IRPP's independence is assured by an endowment fund established in the early 1970s. The opinions expressed in this paper are those of the authors and do not necessarily reflect the views of IRPP or its Board of Directors. This publication was produced under the direction of Mel Cappe, President, IRPP and Wesley Wark, Fellow, IRPP. Not calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)

The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.

Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
