Abstract
La politique de mise en valeur de l’Ouest américain repose sur l’exploitation des ressources naturelles, dont la ressource en eau. La représentation que le caractère aride de l’ouest du pays ne devait pas être une contrainte au développement caractérise les politiques de développement. Cette représentation a conduit à l’exploitation systématique des fleuves et des aquifères, en particulier à des fins agricoles. Ces ressources affichent des signes d’épuisement. Les options qui se présentent aux dirigeants américains sont l’adoption d’impopulaires mesures d’économie d’eau, l’arbitrage entre secteurs concurrents, ou l’importation d’eau du Canada. Dans la cadre de l’ALENA, le Canada sera-t-il contraint de céder son eau ?
