Abstract
The article is devoted to the analysis of the published sources on the topic of municipal public administration in the last third of the XIX early XX cent. The author notes that the study on the subject is conducted since the municipal reform in 1870. Therefore, for the most complete revealing of the problem a three-part scheme of the material presentation is used, including a pre-revolutionary, Soviet and modern periods. On the basis of the work a complete view of the topic during all periods is reproduced. While considering the pre-revolutionary and Soviet historiography, the author concludes that less attention has been paid to municipal administration. Only a small number of scientists have devoted their scientific works to municipal public administration of the last quarter of the XIX century the first half of the ХХ century. The article stresses that now a large number of works are being published at the national level, devoted to the municipal reform. However, the problem of the study of the municipal public administration in the Transbaikal region has not been developed in scientific researches yet and requires further study.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
