Abstract
France pioneered universal suffrage on a national basis. The Constitution of 1791 set up propertied male suffrage. The uprising which brought the proclamation of the First Republic in 1792 suppressed the property qualification, leaving quasi-universal male suffrage. The Second Republic formally proclaimed universal male suffrage in 1848, but it was not until 1944 that France introduced female suffrage. It was introduced in New Zealand in 1893, in Finland, Norway, and Denmark over the next quarter century, and in many nations in the aftermath of World War I: Canada, the USSR, Germany, Poland, Holland, the US, Turkey, and the UK. 2 These keywords were added by machine and not by the authors.
