Depuis quelques années les sciences sociales se préoccupent à nouveau des sociétés locales. Et ceci en vue de comprendre la spécificité des dynamiques locales qui ne se résument pas à reproduire les « régularités globales » puisqu’elles sont en mesure de générer leur « propre mode de développement ». À partir de ce premier constat les auteurs cernent les enjeux de la résurgence du local. Non seulement ceux-ci renvoient-ils à une restructuration de l’économie et à une redéfinition du rôle de l’État, mais en plus ils correspondent à des stratégies élaborées par les classes moyennes pour se « créer un pouvoir social ». Quelle interprétation doit-on faire de ces réajustements autour du pouvoir local ? Est-ce que l’acteur qui investit la scène locale est un acteur « nouveau » ? Avons-nous affaire à des pratiques de résistance ou à des pratiques d’innovation ? Dans quelle mesure les rapports sociaux dominants sont-ils menacés par les modes de gestion et de développement qui s’énoncent à partir du local ? Sans fournir de réponse définitive, les auteurs mettent en lumière les ambiguïtés du discours sur le local qu’énoncent les acteurs.
