Abstract
An equitable approach for sharing costs and benefits among stakeholders in the redevelopment of a brownfield site involving groundwater contamination is presented. Specifically, a remediation and brownfield redevelopment project at the former Kaufman Footwear manufacturing plant located in Kitchener, Ontario, Canada, is described and analysed. Sound management has produced a cooperative arrangement among the City of Kitchener, developer Kimshow Holdings and landowner Ernst and Young. An environmental remediation program to remove naphtha and redevelop the site commenced in December 2002. A risk assessment based management approach is adopted to determine the subsurface contaminant remediation goals, designs and implementation strategies. Equitable allocation of the remediation and redevelopment costs and benefits associated with the stakeholders is a key concern to bring the stakeholders together and successfully carry out the project. A cooperative game theoretic approach is developed for analysing the cost and benefit sharing problem among the stakeholders involved in the Kaufman Naphtha remediation project.
