Abstract
Cet article de Mahmood Mamdami déclare, dans le contexte de son analyse des obstacles politiques du despotisme décentralisé dans l’état divisé en deux, que la subordination politique des femmes est un composant important dans les relations de pouvoir du despotisme décentralisé; elle constitue également un facteur important dans le maintien de ces relations. Par conséquent, un examen de la participation politique des femmes au niveau local est au centre d’une analyse du changement politique en Afrique sub-saharienne. En outre, un examen de la manière dont les femmes satisfont leurs intérêts de femmes et leurs intérêts stratégiques dans le contexte des relations politiques entre pouvoirs central et local peut révéler les changements politiques au niveau local. Pour illustrer cet argument, l’article compare la participation des femmes dans les institutions politiques locales et dans la société civile locale dans deux communautés urbaines — Jinja, Ouganda et Mutare, Zimbabwe — et explore leurs chances de préparer le terrain pour une nouvelle politique locale.
