Abstract
By setting out its national strategy to combat poverty and social exclusion, instituted by the Act to combat poverty and social exclusion adopted in December 2002, the Québec Government signalled its intention to catch up within the next ten years with the industrialized societies that are leading the battle against poverty and social exclusion. The aim of this article is to draw up a summary table of the main quantitative characteristics of poverty in Québec, despite the problems posed by the measurement of this phenomenon. The severity of poverty is established using the Foster-Greer-Thorbecke Index, which is applied to Québec as compared with other Canadian provinces or regions. A number of findings relating to inequalities and their evolution over the last decade are also presented, based on the differentiated evolution of the purchasing power of selected groups and the evolution of inequalities according to a well-known inequality measure, the Gini coefficients. Lastly, the article provides a brief qualitative survey of the current state of thinking on the still vague contours of social exclusion in Québec.
