GOVERNO ELETRÔNICO: UMA AVALIAÇÃO DO SITE OFICIAL DA NORUEGA NO BRASIL

Abstract
O trabalho tem como base uma revisao de literatura sobre o tema Governo Eletronico e uma avaliacao do site oficial do Governo da Noruega no Brasil para prestacao de servicos publicos e disseminacao de informacoes na Web. Busca-se, a partir da avaliacao do site, verificar se o mesmo esta utilizando, de fato, as potencialidades da Internet, e esta se constituindo em verdadeiro sistema de informacao, viabilizando a execucao de servicos interativos, promovendo a troca e o compartilhamento de informacoes. Tres dimensoes sao analisadas de forma a promover a avaliacao do portal da Assembleia Legislativa do Estado de Minas Gerais, para prestacao de servicos publicos e disseminacao de informacoes na Web: o conteudo (foco maior), a usabilidade e a funcionalidade. Os resultados obtidos permitiram concluir que : (1) o site tem um otimo desempenho na dimensao “Usabilidade” pecando somente por nao ter versao para celular (wap) e nao dispor de recursos para portadores de deficiencia, mas tendo como principais pontos fortes o Planejamento Visual/Grafico e a facilidade de Navegacao; (2) A dimensao conteudo e classificada como acima da media nao sendo melhor pontuada principalmente por que se verificou a ausencia de metatags importantes, como por exemplo, os metatags relativos a descricao das paginas ; (3) O dimensao Funcionalidade obteve destaque negativo tendo em vista que nao apresentou politica de privacidade e seguranca, funcionalidades de personalizacao e congregacao de informacoes de diferentes sites. ELECTRONIC GOVERNMENT: AN EVALUATION OF THE OFFICIAL SITE OF NORWAY IN BRAZIL The work is based on a literature review on the topic Electronic Government and a co-site evaluation of the Government of Norway in Brazil for the provision of public services and dissemination of information on the Web Search is from the site evaluation, ensure that it is using, in fact, the Internet’s potential, and is currently regarded as a true information system, enabling the implementation of interactive services, promoting the exchange and sharing of information. Three dimensions are analyzed in order to promote the evaluation of the portal of the State Legislative Assembly of Ontario for public service provision and dissemination of information on the web: the content (the main focus), usability and functionality. The results showed that: (1) the site has a great performance in the dimension “Usability” sinning for not only the mobile version (WAP) and lacks the resources for the disabled, but its main strengths Planning Visual / Graphic and ease of navigation, (2) The content dimension is rated as above average not much better punctuated mainly because there was a lack of meta tags important, such as metatags on the pages of description, (3) The functional dimension was highlighted negative given that did not provide privacy and security, customization features and pooling of information from different sites.
