O quarteirao Alma-Jacquet esta situado na extremidade de um bairro operario, suburbano da cidade de Lille, separado do centro por uma auto-estrada e por uma zona verde, local de um ex-bairro de lata recuperado entre 1970 e 1973. O quarteirao e uma das cinco zonas - definidas com base nas suas caracteristicas sociologicas - de um bairro correspondente a um Sector de Servico Social que abrange uma populacao heterogenea de aproximadamente 3000 habitantes, no qual se verifica uma forte concentracao de familias socialmente desfavorecidas. Este quarteirao, Alma-Jacquet (100 habitacoes) foi declarado, em 1975, zona de recuperacao de habitacao degradada. Em sua substituicao, deveriam ser construidas habitacoes sociais. A zona habitacional, de tipo antigo, compoe-se de pequenas casas viradas para a rua e de alguns patios situados nas traseiras das ruas e que so comunicam com elas atraves de estreitos atrios que passam despercebidos a quem passa. A populacao do quarteirao e desfavorecida: 46% dos moradores tem mais de 65 anos de idade; 25% sao operarios especializados e trabalhadores manuais; 19% sao nao-activos. A restante e composta por pequenos comerciantes (cafes) e artesaos (ferro-velho), cujo modo de vida e proximo do da populacao desvaforecida.
