Dans un contexte d’urbanisation croissante, le concept Transit-oriented development, défini et présenté dans le premier chapitre de cet essai connaît une popularité grandissante. Énoncé au début des années 1990 par l’architecte et urbaniste Peter Calthorpe, le concept répond à de nombreux enjeux sociaux, économiques et environnementaux liés à une urbanisation croissante et trop souvent tributaire de l’automobile. En effet, le concept Transit-oriented development privilégie un développement urbain le long d’axes de transport en commun et une forte densité résidentielle. La Communauté métropolitaine de Montréal, afin de rendre la région du grand Montréal plus attrayante et compétitive dans une perspective de développement durable, a adopté le 8 décembre 2011 un plan métropolitain d’aménagement et de développement intitulé : Un Grand Montréal attractif, compétitif et durable. Ce dernier compte, parmi ses objectifs, l’implantation de pas moins de 155 aires Transit-oriented development au sein de 14 des 82 municipalités de la Communauté métropolitaine de Montréal. Aux vues du fort potentiel environnemental du concept Transit-oriented development mais en contrepartie en considération de l’absence de critères environnementaux entourant son application, cet essai a pour objectif de démontrer dans quelle mesure un aménagement de type Transit-oriented development peut constituer une contribution significative au plan environnemental. Cet objectif est atteint en proposant une définition et une mesure de la performance environnementale d’un quartier Transit-oriented development, ainsi que des pratiques environnementales complémentaires pouvant s’intégrer au sein d’une aire Transit-oriented development. En guise de soutien et d’accompagnement des 14 municipalités responsables de l’implantation des 155 aires Transit-oriented development prévues par le Plan métropolitain d’aménagement de la Communauté métropolitaine de Montréal, cet essai formule également trois recommandations. La première de ces recommandations est la réalisation d’une veille environnementale entourant le projet d’implantation de quartier Transit-oriented development, toujours dans l’idée de renforcer la portée environnementale du concept Transit-oriented development. Étant donné la multitude d’acteurs que regroupe un projet d’implantation de quartier Transit-oriented development, il est également recommandé qu’une approche intégrée du projet soit privilégiée. Enfin, afin d’inspirer à la fois les municipalités mais aussi la population de la région du grand Montréal, il est recommandé de transformer un projet pilote en projet école.
