Abstract
Recientemente, a raiz de la reforma estatutaria en Cataluna aprobada en 2006, se ha introducido en la discusion publica el denominado �principio de ordinalidad� que tiene antecedentes destacables en otros paises, particularmente Alemania y Canada. En esencia, este principio significa que el ranking de los gobiernos regionales segun sus recursos per capita deberia ser el mismo que segun su capacidad fiscal, que se puede aproximar por la recaudacion tributaria per capita obtenida en dicho territorio.
