Abstract
Республика Татарстан как один из регионов Российской Федерации на протяжении последней четверти века (1990–2015 гг.) проделала значительную эволюцию: от политики суверенитета 1990-х гг., вызывавшей определенные трения в отношения с федеральным центром, региональная политическая элита в 2000–2010-е гг. перешла к намного менее идеологизированной и конфронтационной политике, которую можно, перефразируя известное изречение, образно назвать политикой «инноваций и зрелищ». Побудительные стимулы к развитию исходили как извне республики, так и изнутри нее. Побудительным стимулом извне стало давление федерального центра, вынуждавшего руководство республики отказываться от политических амбиций, которые выражались в 1990-е гг. в требовании суверенитета республики. Внутренний стимул – стремление региональной эли- ты Татарстана к лидерству, к тому, чтобы республика «всегда была среди первых», к сохранению и приумножению достигнуто- го уровня жизни в республике. В совокупности эти стимулы породили политику «инноваций и зрелищ»: проводятся, с одной стороны, масштабные зрелищные мероприятия, которые повышают известность республики, как празднование 1000-летия Казани в 2005 г. и проведение Универсиады в 2013 г., с другой – разворачиваются такие масштабные инновационные проекты, как строительство «города будущего» Иннополиса в 2013–2015 гг. Инновационный тренд был закреплен в программе стратеги- ческого развития «Татарстан – 2030», принятой в 2015 г. В то же время эти проекты в значительной мере зависят от финансо- вой поддержки федерального центра.
