Le système portuaire français a entamé une profonde mutation en 2008 à travers la réforme portuaire qui a notamment recentré les grands ports maritimes (GPM) sur leur rôle d’aménageurs de l’espace portuaire et de promoteurs et animateurs de la place portuaire. Les zones portuaires sont, de par leur position géographique, de véritables pierres angulaires du développement industriel du pays. Elles ont vocation à devenir des lieux privilégiés de l’implantation d’activités industrielles et économiques génératrices de trafic maritime. Les autorités portuaires ont un rôle important à jouer dans la facilitation de ces implantations ; elles ont inscrit cet objectif dans leurs projets stratégiques 2014-2019 qui sont en lien avec la stratégie portuaire nationale. Cette évolution du rôle des ports français est d’autant plus nécessaire que l’industrie portuaire est en pleine mutation. Reposant principalement sur l’industrie lourde (pétrole, sidérurgie...), le modèle économique des ports tend désormais à s’appuyer sur la notion de plateforme, les secteurs historiques s’effaçant au profit de filières stratégiques de l’économie circulaire (tant verte que bleue) et de la logistique. Portes d’entrée des territoires et zones de massification des flux, les espaces portuaires, qui disposent d’importantes réserves foncières, accueillent une part significative de la production industrielle et énergétique nationale, mais celle-ci s’inscrit dans un contexte de décroissance.
