Abstract
The Government of Ontario revealed several radical and unexpected health policy changes in its budget announced on 18 May 2004. While the Liberal Party had previously strongly opposed health care premiums and committed to no tax increases, the budget contains a sizeable increase in taxes in the form of a health premium. Further, the burden of the premium is not fully progressive.
