La necesidad de vivienda, desemboco en la especulacion y encarecimiento de los alquilares, dio lugar a la sancion de leyes de excepcion sobre arrendamientos, que modificaron el Codigo Civil de la Nacion durante los primeros gobiernos radicales. La prolongada crisis habitacional fue tema de debate en el Congreso y entre los juristas.-
