Abstract
Maintaining a relatively stable imprisonment rate since the 1960s, Canadian incarceration rates have long been exceptional and stood in stark contrast to those of its comparators, most notably the United States and England and Wales. More recently, however, it appears as though Canada has been taking a punitive turn, as imprisonment rates are growing rapidly, despite continued decreases in reported crime. Whether or not this shift in Canada's penal approach will have a long‐term impact on Canadian corrections remains to be seen. We fear that the current shift might further marginalize Canada's Aboriginal population as well as other racial minorities, given their vast over‐incarceration and mounting allegations of racial discrimination within the justice system.
