Ensaio bibliográfico sobre o papel utilitário da estatística no processo de construção dos Estados capitalistas e no da Rússia e da URSS. O garimpo investigativo apresentou a estatística como uma tecnologia com aplicação social, correspondendo a um importante método de investigação. Observou-se uma distinção em seu caráter utilitário, que se relaciona com os fins que os Estados capitalistas e socialistas desejavam alcançar. Para estados capitalistas, a contagem da população era base Estratégica da economia: a saúde estava a serviço do desenvolvimento econômico. Para Estados socialistas, a estatística estava a serviço da garantia da saúde social da população para que, a partir de uma sociedade saudável, a riqueza do país fosse produzida.
