Abstract
Persoalan kualitas merupakan bagian penting dalam bidang pengembangan sebuah institusi pendidikan. Pendidikan mempunyai peran dalam membagun modal sosial, yang membentuk tatanan dan ketertiban umum sehingga lingkungan kondusif untuk melakukan pembangunan. Sistem pendidikan diarahkan untuk mewujudkan RISE (Relevance, Academic Atmosphere, Institutional Management, Suistability, and Efficiency).Kebijakan Pemerintah memberikan ruang pada lembaga pendidikan untuk selalu mengembangkan kualitas serta melakukan pelayanan prima kepada stakeholer-nya. Untuk itu TQM perlu diwujudkan dalam manajemen pendidikan.Salah satu penentu keberhasilan dalam implementasi TQM adalah factor kepemimpinan.Sistem Penjaminan Mutu perlu dibangun. Bebrapa poin penting dalam menjalankan penjaminan mutu perlu memperhatikan: Quality First, Stakeholder,The Next Process in Our Stakeholder, Speak with Data,Upstream Management.
