La réflexion sur les nouvelles formes de démocratie passe par l’analyse critique de l’état de la participation citoyenne et du pouvoir citoyen, ainsi que par l’évaluation de la place réelle qu’y occupent les représentants du peuple à qui les citoyens délèguent leur pouvoir de définition et d’organisation du bien commun. L’auteur examine ainsi entre autres le déclin du pouvoir des représentants du peuple et évalue le caractère démocratique des différents modes de scrutin. Il conclut en reconnaissant qu’en regard des principes démocratiques, les systèmes politiques, les institutions, les méthodes de participation citoyenne ne sont pas tous d’égale valeur et qu’il faudra beaucoup de courage et de volonté pour sortir du paradigme toxique de la démocratie de confrontation et entrer dans l’ère de la démocratie du dialogue et de l’éthique.
