Abstract
Dans ce texte, l’auteur analyse les effets mécaniques du scrutin majoritaire sur la volonté populaire dans l’opération de traduction des votes en sièges parlementaires. Il conclut que la représentation proportionnelle constitue la seule façon d’assurer le respect de la volonté populaire. Cela dit, l’auteur pense que les élus, peu importe le parti auquel ils appartiennent, sont en conflit d’intérêts lorsqu’il s’agit de prendre une décision sur la question de la réforme du mode de scrutin. Voilà pourquoi il faut absolument que les citoyens soient associés de près au processus décisionnel qui va mener à un changement du mode de scrutin.
