A Method for Estimating Potential Outdoor Water Use and Compliance Rates during Water Restrictions

Abstract
In January 2011, a large-diameter watermain break occurred on the primary feed to a 79,000-person community within the City of Ottawa. As a result, a localized outdoor water ban was established to limit water usage in the affected area only. A methodology was developed to estimate potential outdoor water use and water restriction compliance rates. Estimates of potential use and compliance rates were prepared on a daily basis, which enabled City staff to safely establish five sub-areas in which rotational outdoor water use was allowed on a weekday cycle to provide some relief to residents. The analysis provided insight into the change in compliance rates due to the relaxing of the ban, the rebound of demands following the lifting of the ban and a means of quantifying the lost revenue associated with the water restrictions.
