The Ponce Wastewater Treatment Plant (WWTP) Deep Ocean Outfall was completed in 1998 and commissioned to full operation in 1999. In 2001, an annual inspection of the pipeline identified several leaks located in shallow and deep water locations. Without repair, the Ponce WWTP would have required a major upgrade of the plant at an estimated capital cost of more than $50 million, with significantly increased operations and maintenance costs. For these reasons, as well as the potential environmental impacts of the leaks, repair of the outfall was critical. This paper describes the initiation, development and project application of a unique grouting mixture that is gelatinous, self-sealing and yet has high mobility for long distance pumping. The only additives are an organic fibrous material and inert cenospheres all of which contribute to provide enhanced anti-washout properties.
